Q: Do we have to use Union Labor to operate the cameras, and if so, what are the costs?

A:  It is a local condition that union camera operators be used.  Please contact Keith Russell, Business Agent, IATSE, Local #9 at (315) 625-4131 for information on union rates.

Q:  Can we get a schedule of events for 2009 or one from last year?

Q:  What is your annual operating budget?

A:  The 2009 operating budget is $17,690,000.

Q:  Do you still have a harness horse track event operated by others?

A:  No, we no longer have a harness horse event operated by others.

Q:  Do you still have a dirt auto race event operated by others?

A:  Yes, we do have a dirt auto race in October that is operated by others.

Q:  Do you still have roller or ice skating operated by others?

A:  We do not have roller skating, but we do have ice skating operated by others.

Q:  Do you still have off season horse boarding operated by the Fair and if so, how many horses? What is the stabling payroll and what are the stabling receipts?

A:  Yes, the Fair does operate an off season horse boarding operation.  We are currently boarding approximately 90 horses. We do not have a staff dedicated specifically to the horse boarding operation. The projected stabling receipts for 2009 are $38,000.

Q:  Do you still have off season camping or lodging and if so, how many RV hook-ups do you have?

A:  Yes, we do offer off season camping on the Fairgrounds. We currently have approximately 635 RV hook-ups available.

Q: Anticipated gate receipts?

A.  The anticipated gate receipts for 2009 are $3,188,000.00.

Q: Last year’s gate receipts?

A:  Last year’s gate receipts totaled $3,117,000.00.

Q: Last year’s admission fee?

A:  In 2008 advance sale tickets sold for $6.00 each.  Tickets purchased at the gate sold for $10.00 each.  These prices will remain the same for 2009.

Q: Parking capacity?

A:  The Fairgrounds has parking available for 23,000 + cars.

Q: Years under present management?

A:  The New York State Fair has been managed by the State of New York for over 100 years.

Q: Who provides the liquor for the Fair?

A:  The State Fair does not provide liquor.  Liquor is provided by concessionaires, by New York State Liquor Authority license.

Q: Any sporting events?

We do not have any sporting events.

Q: Maximum number of participants at any one event?

A:  The largest attendance on record, for one day, is 120,516.

Q: How many live music acts?

A:  During the Fair we have seven acts at the Grandstand and twenty-four acts at Chevrolet Court.  We also have several other live music events during the year.

Q: Is there motor sports?  If yes, please describe.

A:  The D.I.R.T. Motorsports stock car race is held annually, in October, on the Fairgrounds.

Q: Are there any amusement rides owned by the Fair?  If so, please describe.

A:  The Fair does not own any amusement rides.

Q: Is there a swimming pool on the Fairgrounds?

A:  No, there is not a swimming pool on the Fairgrounds.

Q: Number of medical personnel?

A:  The New York State Fair contracts with Rural Metro to furnish infirmary and ambulance service during the Fair.

Q: Is the water source for the hydrants municipal, premises reservoir or fire station truck?

A:  The Fair has two municipal water sources.

Q: Distance to nearest fire station?

A:  The Solvay Fire Department is located ½ mile from the Fairgrounds.  During the Fair the Solvay Fire Department is on-site 24 hours a day.

Q: Do you provide shuttle service for patrons to parking lot grounds?  If yes, please indicate the type of vehicle used?

A:  During the Fair patrons are transported to and from the parking lots by Centro Bus Service.

Q: What carnival does the Fair contract with?

A:  The Fair contracts with the James E. Strates Shows for our carnival.

Q: Does the insurer have to be admitted or can it be authorized in the State of New York?

A: The insurer must be an admitted & licensed primary carrier in New York State.

Q: Expiring premium for GL coverages?

A: The premium for general liability coverage for the period 6/15/08 – 6/15/09 was $140,381.00.

 

  • Prevailing Wage Rates

The New York State Fair is a public entity, therefore, all work performed by a contractor for the New York State Fair shall be considered public work.  The New York State Labor Department, Bureau of Public Work, administers Article 8 and Article 9 of the New York State Labor Law.  Article 8 covers prevailing wages and supplements on public construction projects.  Article 9 applies to building services (ie. Custodial, Security, etc.).  If you have any questions regarding public work please visit their website at www.labor.state.ny.us or call (315) 428-4056.

Current New York State prevailing wage rates and supplements shall be paid by a contractor to his employees on all construction projects performed at the Fair. (Article 8)

A contractor who is under contract with the New York State Fair to furnish services through the use of building service employees, for more than $1,500, must pay the current New York State prevailing wage rates and supplements. (Article 9)

Certified Payroll

A certified payroll shall be submitted to the Fair within thirty (30) days after the issuance of the contractor’s first payroll.  At a minimum, the payroll must show the following for each employee:  name, classification, hourly wage rate paid, supplements paid or provided, daily and weekly number of hours worked in each classification.  The filing of a certified payroll is a condition of payment.

 

Overtime

No employee of the contractor, engaged in the performance of any public work project, shall be permitted to work more than eight hours in any day or more than five days in any week, except in cases of extraordinary emergency.  The contractor must apply to the Fair and both the contractor and the Fair must apply to the Bureau of Public Works for a dispensation permitting workers to work additional hours or days per week on a particular public work project.
